Android 7.1.2 - Lost 3G dobngle after rebbot

Hello,
I have problem with my 3G dongle. When 3G dongle is connected to the unit for the first time it is easly initialized - dongle is recognized and connection to internet is obtained. It works every time after fast-boot (ignition off, wait some hours, ignition on) without any problem.
However, when unit needs restart (changes in factory settings or unit needs reset), so it is after cold-boot then 3g dongle is not recognized and it cannot connect to internet. I tried with both USB cables, switching unit ON with and without 3g dongle connected, changing SIM card, changing modem, reseting network configuration from settings menu but nothing works. The only solution is by performing reset to factory, but it is not too comfortable to install again all apps, download music on spotify etc.
3G dongle is huawei e1750 together with my sim card works fine (several times, several days) with fast-boot

Please download the files to the root content of one sd card and insert it into the GPS slot.Then enter settings - about devcie - system update.
