is there a Android 8 firmware update for ND0289B available?

I've read I can update it to Android 9. If I do that, can I go back and downgrade to Android 8 if it does not work correctly?

yes unfortunately my device has slowed down after the time and the WLAN speed seems to be very low.

We have not tested this SKU whether it can update to Android 9.0 or not.
If you are interested in update the latest firmware or update to the Android 9.0 version, we can send the files to you.

But we have to notice that it is risky to upgrade a car stereo OS to Android 9.0 Pie, it will not be protected by the Pumpkin warranty terms after being upgraded.
